The paper discusses the pedagogical aspect of the cluster approach in a rural educational environment. It draws attention to the spatial factor in educational policy of Russia and the region. It considers a rural school as a mechanism that ensures the stability of rural population and preservation of Russian villages as a historical type of settlement.

The author understands the concept of «cultural and educational cluster» as an innovative mechanism for integrating the personnel, information, material and other resources of various institutions that interact to form a sense of belonging among children living in rural areas. The main idea of the cluster comes from the understanding of rural life as eco-harmonious, containing the creative potential of the future of the nation.

The paper analyzes the 5-year practice of introducing a cultural and educational cluster in the Tattinsky ulus (administrative district) of the Republic of Sakha (Yakutia). It identifies the principles, conditions and directions for creating a cultural and educational cluster in rural areas. Also, it describes pedagogical design projects to strengthen a sense of belonging of rural residents.
